Dr Rhonda Galbally told the Canberra Press Club, that despite this nation enjoying the longest economic boom in its history, very little has changed for most Australians with a disability.

The findings of the Productivity Commission, in its preparation of the framework for a National Disability Insurance Scheme, to be presented to the Federal Government by the end of July, certainly confirms the views of Dr Galbally.

The Productivity Commission finds the current disability support system is. underfunded, unfair, fragmented and inefficient, and gives people with a disability little choice abnd no certainty of access to appropriate supports.

Spokesperson for family support group, "Lifestyle in Supported Accommodation (LISA) Inc", Mr Tony Tregale, said, "These findings are so true. We have an enormous amount of practical examples of questionable service provision for which the DHS is in total denial.

"It is a never ending battle against the bureaucracy of the Department of Human Services, Victoria, to have them consistently provide that necessary to ensure people with a disability receive quality of life care within the department's own standards", Mr Tregale said.

A recent survey of non government service providers by their peak body, National Disability Services (NDS), shows they are also limited by this state government department in their endeavours to provide quality services for their residents and clients.

Mr Tregale said, LISA Inc is frequently limited in its endeavours to expose questionable services and practices, through lack of legal advice to help level the playing field with the Department of Human Services and its bureaucratic partners.
