Evidence at Victoria’s first public hearings under the Independent Broad-based Anti-corruption Commission (IBAC) included a white piano, a jet ski named Bazdawgs and visual map of corrupt connections, produced using Australian visualisation software Encompass.

In the public examination which commenced yesterday, it was alleged that Mr Wells and Mr Ooi used established companies and set up new businesses in a complex and sophisticated scheme, which was revealed to the hearing using Encompass. IBAC analysts working on the case used Encompass to uncover critical relationships surrounding the public servants alleged to have improperly awarded $25 million worth of contracts over seven years.

While the software is widely used by lawyers, bankers and insolvency practitioners to easily visualize links in commercial information, Encompass CEO Wayne Johnson said its application to supplier and contractor due diligence was well illustrated by the IBAC case.

"The IBAC hearing has demonstrated the importance of local, state and federal government knowing exactly who they are doing business with. Encompass was developed on the belief that best decisions are made when people understand the full picture – and that applies across all industries” Mr Johnson said.

Johnson and co-founder Roger Carson launched the SaaS offering in 2012.

Listed as a "Tech Company to Watch" in a recent edition of the Rust Report, the Sydney based company is disrupting the commercial information market in Australia, traditionally dominated by big brokers like Veda and Dunn & Bradstreet.

With sights now set on the US and UK, discussions with potential partners and Venture Capitalists are underway.

The public examination will continue to run in the County Court as part of IBAC’s Operation Fitzroy until no later than August 8th and more evidence will be presented.

In the interim one thing is clear; if the procurement and compliance departments of government don’t leverage visualisation technology, those who investigate them certainly will.
