The closure of Institutions for those with an intellectual or multiple disability in Victoria saw the Department of Human Services (the DHS) build homes in the community for the residents.

When building such a home in the Mill Park community, this government department failed to consider the unsuitably of the site for staff and visitor parking, given the site has no on-street parking what-so-ever, Mr Tregale, spokesperson for family support group Lifestyle in Supported Accommodation Inc., said.

Mr Tregale said direct care staff and visitors have always been frustrated by the very difficult parking situation at this group home, compounded in recent years by increased staffing levels.

Following considerable lobbying, the City of Whittlesea council agreed in early 2009 to use the very limited nature strip for four in-dent parking bays. Yet due to pressure from neighbours, the council failed to carry out the work.

Recent heavy rains and more lobbying saw the Department of Human Services provide $15,000 for the City of Whittlesea to carry out the work. But protests from neighbours is forcing the council to reconsider its original plan for four parking bays, Mr Tregale said.

Mr Tregale said it is quite unreasonable when staff who care for people with limited capacity to care for themselves, have to juggle parking daily, when the DHS have provided the funds and the council have donated their nature strip for four parking bays which would enhance not degrade the area.
